Other: The traffic lights on College Mall Rd between Moores Pike and 3rd St have changed recently. All of these lights are fully active (red, yello, green) before 6:00 AM now which is a change within the last 2 weeks or so. No-one is at the mall before 6:00 AM yet the light is fully functional. Additionally, the light at Covenanter has active left turn arrows in all directions even when no traffic is turning left. Again this is all before 6:00 AM I am on this road 4 of 5 week days and there is not nearly enough traffic to justify these lights before 6:00 AM Thanks, Jan
