Hi Dwight, thank you for taking the time to submit this uReport regarding the signal timing on Walnut St.
As you may have noticed, the signal timing for the majority of the City's signals has been updated recently. One of the changes you may have noticed on both College and Walnut is that the signals are now timed so that vehicles traveling through the downtown area should be able to progress through a series of green lights if traveling at speeds of 20mph to 25mph. Ideally vehicles can progress down the entire corridor with minimal if any stops, but we also want to keep speeds relatively low in the downtown area (due to higher pedestrian activity, parking maneuvers, etc.).
In order to make that progression work for the majority of vehicles, some traffic signals actually turn green 'early' to clear out the typical queue already waiting at the signal. These queues of course vary throughout the day and it's possible that vehicles at the front of the queue will be temporarily stopped at the next signal. We've taken a look at this location and the signal timing appeared to be operating as expected. If there is a certain time of day that you think isn't operating correctly, please let us know and we can take another look.
