The timing at this signal is set up to favor the significantly higher traffic volumes on 3rd Street. These signals along the 3rd Street corridor are also timed in relation to each other to provide better progression along the corridor (to avoid hitting a red light at every signal when traveling on 3rd). Given that context, I would expect to see some delays turning off of Cory.
