Hi Joseph, thanks for taking the time to submit this uReport regarding the signal timing at Kirkwood & Adams. As you may have noticed, the signal timing for the majority of the City's signals has been updated recently. I've discussed this location with the consultant who performed the retiming and I will try to briefly respond to your inquiry below, but please feel free to follow up with me for more information.
In this area, the signals along the Kirkwood/Adams/3rd corridor are timed so that westbound vehicles can generally travel through a series of green lights rather than stopping at each signal. This means that at certain times the westbound direction at Kirkwood-Adams will receive a green light even if there is no westbound vehicle detected at the intersection. It also means that if there are no vehicles detected from the other directions, the signal may default back to green time for westbound traffic. All of the approaches at this intersection have detection and the signal should give green indications to those other directions when a vehicle is detected (though not always immediately because a certain portion of the cycle is dedicated to westbound green to keep the progression of westbound traffic).
