left turn phases intentionally removed to improve efficiency, constituent emailed and invited to follow-up with questions/comments

Hi Traci, thank you for submitting this uReport regarding the traffic signal at the intersection of 17th and Fee. As you may have noticed, all of the City's signals were retimed relatively recently. As a part of that effort, the protected left turn phases turning from Fee onto 17th were removed. Our consultant determined that due to relatively low left turn volumes the signal would operate more efficiently without a protected phase. Left turns should now proceed with the green light (permitted phase) after yielding to all oncoming traffic.
