Other: The light on College Mall Road at the entrance to Eastland Plaza is timed so that it backs traffic up into the intersection of College Mall Road and 3rd Streets. The light at Eastland Plaza turns red while the left turn signal from 3rd street is still green. Cars turn onto College Mall Road and get stopped in the intersection. This causes gridlock. Cars with a green light headed west on 3rd street cannot proceed.

Thank you for submitting this uReport regarding the traffic signals on College Mall Road at Eastland Plaza and at 3rd Street. I'll try to briefly explain what I understand about the interaction of these signals, but please feel free to follow up if I don't explain it clearly. The traffic signal at Eastland Plaza is the City's, but the signal at 3rd Street is owned and operated by the Indiana Department of Transportation (INDOT). The 3rd Street signal is not programmed to maintain a specific cycle length, it instead runs 'free' and can not be coordinated with the system on College Mall (the arrivals from 3rd Street are not consistent). Even if the 3rd Street signal were programmed to a set cycle, the size of that intersection and the additional phases required to accommodate turning traffic would require a much longer cycle than is used on College Mall (and increasing the cycle length on College Mall would have other negative impacts to the signals on that system). I appreciate you taking the time to provide this information and I'll discuss your comments with our signal timing consultant and other staff in the department, but this intersection has a number of challenges.
