Other: My sister has lived in Bloomington, near campus, for 30 years. I drive down from NWIndiana several times a year to visit her. The last time, in April, I received 2 parking tickets for parking in front of her house with an expired parking pass. Turns out, she never received the 2017 pass she paid for and thought the 2016 on her fridge WAS the 2017 pass. So now I'm out $40 (and I'm currently unemployed) and she's out whatever money she paid for the pass. I tried to appeal the tickets and they were DENIED. This is ridiculous. I am not a teenager or college student trying to pull a fast one. This was an honest mistake and I don't believe I should be charged. I no longer feel welcome by the city of Bloomington.

Ms. Gutierrez, your sister should have contacted the Parking Office if she never received the permit she paid for, as it could have been lost in the mail, etc. The Parking Office has no way of knowing she didn't receive it unless she contacts them. There is signage along every street in the Residential Zones informing parkers of the permit needed. Since the tickets were properly appealed, I cannot take any action on the tickets.
