Other: East Kirkwood Avenue looks like a shanty town! Homeless are blocking the street, sleeping on the sidewalk, hanging clothes from fences and putting up tents!

This is an ongoing problem that BPD has been actively working on solving. At this point there is nothing illegal occurring. However we continue to work diligently on solving the ongoing problems.
