I followed up on this issue on 8/24/17 but forgot to add it to the Ureport. On 8/24/17 I sent the following email to Ms. Wainshilbaum:
I did a very quick calculation of the drainage basin upstream of the Beth Shalom property and it appears the pipe could be extended to the east with the same size pipe as the existing. Your contractor should verify the size but it appears to be a 30"X48" corrugated metal arch pipe. If you decide to move forward with this, I would suggest you have the contractor install the pipe with as much slope as possible, but not less than 0.75%. You will also have to figure out how to continue to accept the flow that comes off the south side of E 3rd Street from a curb turnout. It will either need to be captured in a pipe you will need to grade the area so that it continues to flow to the west.
Please let me know if you decide to move forward with this project as we will want to make sure our existing sanitary sewer is protected (remember it is within a 20' easement) and that the new storm pipe is installed correctly.
I am out of the office until Sept. 5th but would be happy to answer any further questions at that time.
