Other: Failure to pick up Trash. I am incredibly disappointed in the city's handling of trash today as we switch to the new system of trash pick up. Nowhere in the handouts given to us about the new system did it say that we can not start using the new bins right away but then today as you drive all over Bloomington all you can see is full cans of trash with a "notice" that the trash was not picked up because it should have been set out in the old way with trash tags and such. This is infuriating. Now we all have to keep our festering, rotting garbage for another week because it was NEVER stated that this couldn't be done immediately. Even your own website simply states: "The new modernized system will formally go into operation beginning on October 2, 2017." This message does not at all clearly say that we have to wait until then to use the new bins. If anything it just makes it seem like it may take that long to get everyone bins and set up properly. Also, and maybe the most maddening part was the fact that when the new recycling bins were used THE RECYCLING WASN'T PICKED UP EITHER. What possible excuse is there for this? We don't even pay for recycling, it's not like the trash where, apparently, if you took it today it was for free. Now we have to wait TWO WEEKS for recycling for literally no reason. Maybe next time you will have learned how to make things clear so that the city isn't literally overflowing with garbage. Your very disappointed resident, Alyssa Ball

Forgot to close this at time of response. Sanitation Modernization was not without hiccups, but overall we've seen it as successful.

HAND neighborhood compliance officers will inspect the property and determine if the cited trash at this property is in violation of Bloomington Municipal Code 6.06.070 (a). In the event of a violation, the neighborhood compliance officer will issue a Notice of Violation to the property owners via first class mail and by placing a copy of the violation on the property. After the Notice of Violation is issued, the property owner and/or tenant has seven (7) days to bring the property into compliance. If the property is not brought into compliance within the initial seven (7) days, the inspector may go to daily tickets. Thank you, HAND staff
