Other: Subaru has been parked in same spot in 200 block of North Maple street for more than a week without being moved. Tire is going flat. Owner does not live on Maple street, but parks second car there in order to avoid purchasing proper parking permit for residential zone where they live (700 block of west Sixth st). Maple needs to be included in residential permit zone as it is the first street with no parking restrictions west of downtown. As a result, it is a catch-all for anyone living on or visiting adjoining blocks to the east adding congestion and difficulty of residents parking in front of their house.
