Hi Mark,
This area is out of the City's right-of-way. The area is owned by the County Commissioners. I emailed their office and Geoff McKim to let them know about the request (and I cc-ed you). Hopefully, they can add another rack at this location.

I am looking into the rack situation next to the County entrance to Showers. It appears that is actually Monroe County property, so I will have to check. If not, I will see if there's space to add a bike rack in.
