Other: A blue Toyota, plate # S33 5650, has been parked for several days in the same location. No Bloomington parking permit. It has a ticket, but I believe the same ticket has been left on the car for most of the time it has been parked. It was moved last night, and gone for about 12 hours before being returned to the same spot on the 400 block of E. University. It is now also slightly over the (admittedly faded) yellow line and very close to my neighbor's driveway. I have tried to report this twice today with an attached photo, each time receiving an error message.
