City of Bloomington, Indiana

closed: Can't Fix #161877

Traffic Suggestions:

Other: "Head start" for pedestrians. Use the NYC trick, give walkers a 7 second head start before turning the light green. This intersection, the one on the bypass and 10th, and the Kirkwood Walnut crosswalk are just 3 places drivers ignore pedestrians as they only look at cars so they can make right turns. Please. They're going to run us over. Look at Saturdays NYtimes.

Forwarding request to INDOT, 2 of 3 signals are theirs. City is interested in installing LPIs, but has not yet due to old controllers and operational conflicts. Constituent emailed.

Sent the following email to constituent: Hi Elizabeth, thank you for submitting this uReport requesting a head start for pedestrians before a green light - known as a leading pedestrian interval or LPI. You specifically noted the intersections of 3rd-Smith, 10th-Bypass, and Kirkwood-Walnut as good locations for this treatment. However, the 3rd-Smith and 10th-Bypass intersections are controlled by the Indiana Department of Transportation (INDOT), not the City. I will pass along your request at these locations to them. I'm curious to hear more about your experiences at Kirkwood-Walnut. What I've primarily heard regarding pedestrians at this intersection is that sometimes people start walking during the eastbound protected left turn, which comes up before the walk sign, because they think it is okay for them to walk. In general we are interested in implementing LPIs at strategic locations. Unfortunately we have run into an issue that the signal equipment at many of our traffic signals is old enough that an LPI can't be installed. As we replace the controllers at intersections we are installing newer equipment with more features, but this replacement is a slow process. Thanks again for sending this request and please feel free to follow up with me if you have questions/comments.
