I am sorry I erred. Duke Energy said that they were unable to get "access" to it. They will be contacting me directly to discuss further.
I will update this uReport once I find out the problem.

Received email from Duke Energy that the outdoor light repair will take additional work that will extend beyond the normal time. Please allow up to 10 additional days for the repair work to be done.
