We cannot have a contractor or anyone else put barbed wire on top of a fence in any of our parks. So this fencing would have no barbed wire. It is chain link and it isn't really designed to be so tall as to stop any person from climbing the fence if they really want to climb a fence...it is designed from any animals, children, mowers, etc. from getting too close to the solar panels and the wires that connect them to the electrical feed back to the building.
