Other: Traffic light for Wynnedale cycles through even though there isn't anyone there causing traffic to backup over the bridge in the mornings and to back up to Landmark in the evenings. This morning a car was stopped going eastbound on 3rd street just seconds after the light turned red to make a left turn onto Franklin, they did not get the arrow. There wasn't anyone turning left westbound but that traffic got the green light while eastbound traffic had to wait. The issue with the light cycling through for the Wynnedale traffic has been ongoing for at least 2 weeks.
