Staff evaluated this intersection. Cars having a need to edge up to an intersection, past the stop bar, is very common. When we judge site distance, it is not based on where the stop sign or stop bar is, but 14.5' back from the travel lane. In addition, the lane that the bus would have been turning into in this instance is 24' wide, which is quite wide. The concern that buses are struggling to make this turn has been relayed to Bloomington Transit.
The sight distance is adequate, and pulling forward to see better is a good practice.
