Mr. Pierce, Thank you for your suggestion. We moved away from the annual fee for pet ownership over a decade ago. We found that the only people who paid the fee were our responsible pet owners, so it was in a sense a fine for being responsible. Unfortunately it did not change the behavior of pet owners that caused problems in the community. The staff time to maintain the database was also costly with little benefit to the community. That said, I am curious as to your experience with the way Germany handles the fee. Perhaps there is something we can glean from this experience that would be beneficial to our community. Please let me know some more specifics. Feel free to call, e-mail, or stop by the shelter for a visit.
