Traffic light at S Patterson to 3 rd. St. takes 1min 40 sec to change. Traffic light at S. Ranson to Bloomfield Rd 1 min and 30 sec to change. I would like to suggest that you send someone out to the Bay Area in Ca. and have them show them how they set up there signals. They are experts in traffic flow. If you come to an intersection and the light is red and there is know one there it will change too green in seconds. It saves people time and money not having to sit at a light waiting for it to change.
