This is not likely a HAND issue. We are not involved with vehicles such as abandonment per 15.04.020. If parking on an unimproved surface per 15.32.025, Planning handles it but that is not the case here.
If by dismantling, you mean there are pieces of what could constitute yard waste present, we can look to consider a citation. I'll have a neighborhood compliance officer take a look at the situation.
