As of 8:55, ISP arrived to direct traffic on the bypass and Walnut Street. The City has and will continue to request that INDOT provide traffic control personnel to avoid a repeat of this morning. Drivers reported hour long backups, with MCCSC bus personnel reporting that they were 45 minutes behind on routes. We appreciate the quick response of Deputy Commissioner Underhill with INDOT to take action once the issue was brought to his attention. As way of an edit/update: much of the issue was caused by a power outage/surge to the signal control that caused the signal to go into red flash mode. The traffic management plan was not to put the signal into flash, but to operate as functioning signal. We have requested additional traffic control measures and are awaiting a response from INDOT.
