There is on-street parking on the east side of Rogers Street, which is not a park of the travel way. This means that my measurement of a 14.5' setback begins 8' into the street, off of the curb, to account for on-street parking. Once I use a 14.5' set back from the travel way, the bushes are not creating a problem. This is a case of not realizing that a vehicle can "creep" much further forward than the situation initially appears to allow.
