I researched the Switchyard Park Master Plan and found the document Ms. Kibbler was referring to. The URL, created before the city reconfigured its website, was no longer valid. I found the report (which had been uploaded to the new site) and sent Ms. Kibbler the link to the report, via email.

Thank you for asking about the reports referenced in the Switchyard Park Master Plan. Since the Master Plan was printed, the City re-designed its website and the old links (as you discovered) were broken. The document you are looking for, The 2008 Bicycle and Pedestrian Transportation and Greenways System Plan, can be found online here: https://bloomington.in.gov/sites/default/files/2017-07/Bicycle%20and%20Pedestrian%20Transportation%20%26%20Greenways%20System%20Plan%202008%20%28reduced%20size%29.pdf.
