Web Form: #166419 Drainage or Runoff: Other: Hello, I am a property owner in the shadow creek subdivision and wish to file an anonymous complaint against the owner of the property at 1527 s andrew circle. I could not figure out how to manipulate your location map above so please ignore that address. I am building a house on the adjoining lot and am concerned about the serious flooding every time it rains. It has gotten worse since additional dirt has been added to the lot , and since i last reported the problem to the city last summer. Please see the picture attached and make a drive by for yourself to verify. It may overflow its banks tonight with the heavy rain that is predicted. It could flood my basement and the downhill neighbor potentially. But more important to the neighborhood and the city are the potentials for mosquitoes and even children or animals getting hurt in there. It should be an easy fix for the builder to rework the dirt he put in there to fill in the low spots and raise the grade for natural gravity drainage until he actually builds a house there. Thank you for your prompt attention to the issue . It seems to have been ignored after my previous complaint which was before the previous owner(developer ?) sold it. The lot owner has done what they can do. There is still a pool of water but do to the elevations around the lot this is difficult to remedy until the lot is developed. The owner is aware of the issue and has made an effort to remedy the situation. He has also agreed to excavate a swale further to the south to make sure the rear yards have a place to drain to.

I met with the builder of the lot. He had graded out the fill dirt on the empty lot and put straw matting down. We also talked about grading a swale along the side/rear yards of the downstream lots.

I visited the site this week. 1527 S Andrew Cir. and the adjacent 1552 S Coleman Ct. are owned by the same LLC. 1552 S Coleman Ct. has a newly finished single-family home, 1527 S Andrew Cir. remains undeveloped but disturbed. It appears from tracks between the two lots that 1527 S Andrew Cir. may have been used as a borrow site for 1552 S Coleman Ct. Grading permits are not required for land-disturbing activity on an individual single-family lot but Title 20 does require that vacant land held for development to be planted with grass or other vegetative ground cover. Title 20 does not have requirements concerning the grade. I will reach out to the property owner regarding the timeline of development and stabilization requirements. I am not sure if there is anything in your portion of the code that would require the site to be brought to a particular grade as to not alter the natural flow patterns or not. If the lot is not developed and becomes a mosquito issue in the spring, the Monroe County Health Department would be the contact for that.
