When I try blowing it up, I can only see a small section across the middle of each page. The transportation plan is readable. Why can't the Parks and Rec plan be readable as well?

Thank you for your recent feedback via uReport. It looks like the site being used to publish the plan allows for zooming in on the text, or downloading the original PDF. I've sent an email outside of uReport that includes an image that circles those features. I hope that helps make the text more readable.
