Web Form: I am following up on case number 167563 which was assigned to a Mr. Peden. He said they came by and assessed the problem but they looked at the ditch in the front and the problem is not the front it is the backyard and the water comes from the north property onto my property in the backyard and is so high that sometimes it almost floods my house.

We did not find anything on the adjacent property that would have caused an increase in stormwater flow on Jane's property. We believe it best for her to swale her rear yard and clear any obstructions from the pipe under her driveway.

With this being in the rear yards it will be the home owners responsibility. Jane had an existing pipe under her driveway that drains her rear yard. The rear yard is receiving runoff from other properties upstream to the North. We checked the property to the west behind the Marsh strip mall and couldn't find any locations in their berm that was causing more water to go toward Jane's home. Our suggestion to Jane was to make sure that pipe is clear from obstructions so it can flow at its maximum capacity. We also think it would help to grade the yard so that water stays away from the home and is directed toward the pipe. The rear yard was flat and a little pooling of water spreads out across the entire yard and gets close to her patio. If the swale was more defined the water would likely stay in the swale and not get as close to the patio.

We will make another site visit and see what is happening in the rear yard. The City does not do rear yard drainage work. The City manages the stormwater conveyance and collection system within the public right-of-way along the street, but I'm happy to go out and take a look at this and see if I can diagnose the problem and recommend a solution. We are offering a grant program for home owners to apply for storm improvements on private property, that application period begins in April 2019.
