Hi, Mary. Thank you for your inquiry. Rent amounts are certainly a concern of the City, including in our department of Housing and Neighborhood Development. We are continuing our work with developers, owners, and property managers to guarantee locations with affordable rents at the low and middle income levels so that all residents have housing choices. However, Walnut Grove is not currently participating with City funds or benefits allocated for the purpose of providing reduced rents. You are welcome to check with Bloomington Housing Authority or U.S. Housing and Urban Development to see if the complex may be participating in other programs with such restrictions. If you know a particular tenant with concerns, that tenant is also encouraged to seek out independent legal advice and resources that can more specifically address, understand, and advocate for that tenant's particular situation.
The State of Indiana expressly prohibits local governments such as ours from pursuing blanket rent control and mandatory inclusionary zoning so Bloomington is limited by the State in the solutions we can explore. Indiana also does not have restrictions on how often or how much rent can be raised, but landlords are required to give tenants 30 days notice of such an increase.
