We had an engineer evaluate and observe this intersection on multiple occasions during peak traffic times. The City's policy is to only use "don't block the box" pavement markings at locations where left-turning vehicles from the main road block traffic behind them such that queues form through a signalized intersection. We don't use the marking at every intersection where a side street is occasionally blocked, because then the marking could be installed so frequently that their effectiveness would likely be reduced (and maintenance costs would greatly increase).
