Thank you for your follow-up report. Neighborhood compliance officer Jo Stong has been working with the property owner to achieve full compliance. HAND can generally not enter private property without the permission of the property owner and visibility of the reported trash from a compliance perspective has been an issue for this reason. In addition to trash, excessive growth has been cited and is being monitored for compliance at this address. Some progress has been made on growth, but not to the extent necessary for full compliance. The problems with this property were internally escalated recently for enhanced enforcement measures and the problems here are an acknowledged reality that need to be corrected. Additional fines and staff involvement are scheduled at this address. If you have additional input, please call HAND at 812-349-3420 and ask to speak with Jo Stong. Neighbors at time may have visibility from their property that otherwise would not be available to our staff or otherwise can work collaboratively with our staff to best achieve resolution. If discussion with Jo Stong does not alleviate your concerns, you are welcome to discuss the issues with a supervisor here. Again, the problem is acknowledged and greater enforcement in the immediate timeframe is planned.

Dear Constituent:
Thank you for submitting information to us via uReport. We value your input and hope that we will be able to address your questions and concerns. HAND neighborhood compliance officers will inspect the property and determine if the cited trash at this property is in violation of Bloomington Municipal Code 6.06.070 (a). In the event of a violation, the neighborhood compliance officer will issue a Notice of Violation to the property owners via first class mail and by placing a copy of the violation on the property. After the Notice of Violation is issued, the property owner and/or tenant has seven (7) days to bring the property into compliance. If the property is not brought into compliance within the initial seven (7) days, the inspector may go to daily tickets.
Thank you,
HAND staff
