Gabriela, sorry for the delayed response to this. My short answer is that installing this type of sign generally has no impact on driver behavior (we seen it locally and it's recognized nationally). It's unfortunate, but if anything putting up more signs leads to sign clutter and people pay even less attention. Police enforcement can be effective but is resource intensive (as you know). Physical traffic calming (e.g. speed humps) is effective but has it's own downsides. The City's current process for traffic calming is pretty burdensome and requires petitions and votes initiated by the neighborhood but they're welcome to pursue that process.
