Hi Andrea!
Thank you for reaching out and sharing your concern with us. Typically issues related to Neighborhood Traffic Safety would be directed to our department and our response would be to inform you of what is known as the NTSP program.
However, currently - you are catching us in a moment of transition. While the City of Bloomington ::technically:: still has a Neighborhood Traffic Safety Program, the Planning and Transportation Department feels that the current policy needs to be updated in order to facilitate an objective and transparent response as it relates to traffic calming and unsafe driving behaviors.
Our department is working on developing a new process at this very moment and our hope is to have a new program to present to City Council this coming January. In order to allow our team the time and resources to design an effective, transparent, and data-driven process we will not be accepting any new Traffic Calming projects until the necessary changes to the policy and process are addressed. Ultimately, the changes came about because the feedback we had received from neighborhoods taking part in the program suggested that the pay-out was needlessly complicated and put the onus of the legwork on communities who could really benefit from speed cushions or installing a Neighborhood Greenway (who generally don't have the privilege of a lot of time/energy to put into getting signatures and planning informal work sessions).
That being said, if you are interested in helping to design this the new process (we hope to have a meeting of residents who are prospective participants in November 2019) or advocate on behalf of a new and improved policy, please feel free to contact me directly via email (rickbeilm@bloomington.in.gov) or phone (812.336.3529) to arrange a time to discuss opportunities for involvement.
