I certainly understand your concern, the City simply has no jurisdiction to force action. I'll follow-up with our Animal Care and Control Division to see if they have additional thoughts. For the City of Bloomington dog parks, i.e. Ferguson, you are correct in that it is fully enclosed and only meant for dogs and their owners.
