As noted by Ed Sherfield at CBU, this is an issue of pavement improvements over time. I'm asking City Street to look into leveling the area out by potentially grinding back some of the asphalt. We'll then look to mill the pavement during the next pavement restoration efforts at this location.

The storm structure seems to be in order. It is recessed due to multiple layers of asphalt that have been added to the street over time. There is no way of raising this storm grate.
