I did a follow-up report via uReport which the constituent will receive via email. The handrail was installed with the correct building code requirements and is not causing a violation of PROWAG guidelines protruding into the right of way. An encroachment agreement will be pursued with the property owner.

The handrail met the building code requirements at the time of installation. Their protrusion into the sidewalk is not causing an accessibility issue per PROWAG guidelines. If they continue to protrude into the right of way then an encroachment agreement will need to be in place. I will reach out to the property owner to begin the process.
