Web Form: I am a resident at the Ivory Lofts apartments (Above King Dough) and our unit neighbors the back alley where all of the dumpsters are located. Almost every morning I am woken up at 7am by 15-20 minutes of absolutely thunderous noise that shakes me. The sanitation department coming at 7am and waking us residents up every single morning is an incredibly upsetting public disturbance and has absolutely ruined my year thus far. I have tried solving this with earplugs, headphones, music, etc., but the noise is almost concert-level loud in the apartment next to the alley. This pick up time needs to be pushed back to later, these 7am hellish wake-up calls are wearing and depressing. Please, for the love of god, help.

The City of Bloomington Sanitation Division does not collect from this area. However, City code allows for this activity to occur between 5:00 a.m. and 10:00 p.m., so no violations are occurring. Code Citation below. Chapter 6.05 - COMMERCIAL REFUSE HAULING AND COLLECTION 6.05.010 - Refuse containers. All establishments and institutions which are served by commercial refuse collection services shall keep their containers covered and sanitary at all times. (Ord. 79-1 § 3 (part), 1979). 6.05.020 - Collection practices. Collection shall be made only during the hours of five a.m. and ten p.m. (Ord. 79-1 § 3 (part), 1979).

HAND neighborhood compliance officers will inspect the property and determine if the cited trash at this property is in violation of Bloomington Municipal Code 6.06.070 (a). In the event of a violation, the neighborhood compliance officer will issue a Notice of Violation to the property owners via first class mail and by placing a copy of the violation on the property. After the Notice of Violation is issued, the property owner and/or tenant has seven (7) days to bring the property into compliance. If the property is not brought into compliance within the initial seven (7) days, the inspector may go to daily tickets. Thank you, HAND staff
