Parking Meters and Citations:

Other: Hello, today I parked a little down the street from my work today, at Da Vinci’s Pizza and Pasta. I put 30¢ into the meter before I left my car because I was planning on being back almost immediately. A few things came up while I was at Da Vinci’s, causing me to stay a bit longer than the original plan. As I was walking towards my car, I saw the parking officer already writing this ticket. I apologize for taking a bit longer than I planned, but is there anyway in which I could appeal this ticket.

Yes, you can appeal the ticket. On the front of the green envelope is a website for the City Clerk, that's who you appeal it to.
