Soon after this uReport was reassigned to P&T, we hit pause on enforcement because of the stay-at-home order. We are gearing back up with enforcement. I took a look at this today and took pictures. Will look into what applicable code there is to see if we can have the homeowner vegetate the embankment so that mud does not collect on the sidewalk.

Was able to trace this mud back to a downspout that is eroding the embankment adjacent to the sidewalk.

I drove by today. The manhole immediately adjacent to the muddy sidewalk looks to have been very recently repaired. It appears that the mud on the sidewalk was a result of a damaged utility or utility repair. Could someone from CBU take a look?
