Other: A tree branch is obscuring the yellow turn arrow on a traffic signal at 2nd and High. The traffic signal is for westbound traffic on 2nd Street. The signal itself is located on the western side of the intersection and is the southern (left when looking at the lights as traffic would) signal hanging there. It should be trimmed up.
