Other: I live in a condo area. Each unit has its own water meter and there is a master meter for the whole community. We are not billed according to the actual consumption but to the footage of each unit. Since it is caculated in this way, I have to pay 70 to 80 dollars a month and there are just two people in my household. I used to live in a unit where the monthly bill was $30 to $40 and it was paid to Bloomington Utilities. Now the water bill is quite unaffordable for a low-income family like mine. I just don't understand why we can't be billed individually based on our usage since we have separate meters. That would be a fair practice for every unit here.
