Water Utility Billing Problems:

Other: I have contacted the water department and asked to speak with manager to no avail. I have only ever contacted the water dept. by phone. Never was told services had to be shut off via a form. I left Bloomington and the address 7/1, but billed until October. Someone was able to imitate services at the address without me being contacted. I'd like to discuss this with someone that can assist.
