Esri's ArcGIS Online product only supports loading URLS over 'https', so the current URLs don't work directly with Esri. A test confirmed that the URLs are valid if "http" is simply replaced with "https" in the returned URLs. Mark, Thank you for pointing this out. We are migrating to Socrata as our data portal platform. The services will be rest end points that will be secure https. Not sure of the exact timeline for release but we are actively working on it. As we create rest services, we can update BClear to use those.
