Deborah and I talked, and we both believe that downstream improvements should be done so that there is proper capacity downstream to handle the flow once the pipe is replaced. CBU will pursue improvements in the right-of-way along Covenanter (and South Downs) to provide adequate capacity in the stormwater system.
