Other: this home is my next door neighbor, had a fire in 2018, nothing has been done with the property, the yard is out of control. Concerned about me and my other neighbors property value, possibly vermin. The owner shows up occasionally and builds sculptures in the yard out of trash. Can something be done about this? The neighbor on the other side is also very worried. Maybe she's reached out also, don't know. would appreciate some feedback from whomever reads this.
