Celeste - Passing this along, as we have hit an end road with Duke Energy removing this debris from a utility clearing project. There is extensive case law and state legislation that they cite removing them from any responsibility in clearing away debris that is taken down as part of projects that keep power lines clear from trees. I'll update you with more information as it comes in.
