This is not the result of any City contractor doing work on behalf of any City project. The downed trees, branches, and limbs were removed by a subcontractor of Duke Energy as part of their program to keep power lines free and clear of vegetation. Our repeated contacts to Duke Energy requesting that this vegetative debris be removed have been denied. Our most recent research leads us to this:

We are still requesting that Duke meet their obligations under these Indiana Utility Regulatory Commission guidelines and are currently looking into what enforcement measures are available and appropriate.
While we understand this is frustrating, the City of Bloomington Public Works Department cannot incur the costs and resources removing what seems to clearly be Duke Energy's responsibility. If the City incurred these costs in all instances, it would be a direct hit to other important service areas.
We will continue our pursuit of this and will keep you updated via email if you would like to provide that to me at wasona@bloomington.in.gov
Future cases in this system will be closed and responded to with this same message until progress is made on a resolution with Duke Energy.
