Mr. Gillespie, This problem is most often caused by sediment in the bottom of your water heater. It can be remedied by draining and flushing out your water heater. This is a fairly simple procedure which is often carried out by the homeowner but is relatively inexpensive if a plumber is hired. Feel free to call or email with any questions. Thanks, Tyler Steury CBU Water Quality Coordinator steuryt@bloomington.in.gov 812-349-3655
