Sewer Problems (Storm Sewers):

Other: The low area of this block (1100 South between Washington and Lincoln) is in the old alley and is first flooded by the overflowing ditch along Davis Street and then water continues to flow up from damage pipe clean outs even when water in the ditch has lowered. The water peaked at about 1 foot higher than shown in the attached picture. There is a storm sewer manhole behind this garage, but no inlets are nearby. Is sanitary sewer infiltration to blame for this? Would fixing the clean outs lead to backups inside homes?
