Other: When we have a large rainfall, raw sewage bubbles out of my in-laws front yard. They are at the lowest point of the sanitary sewer line by the sewer lift pump. This only happens after a large rainfall. The issue is backflow from the sewer main. Their front yard clean out plug becomes the overflow valve for the neighborhood sanitary sewer. They have had their sewer line inspected and the issue is not a back-up from the house to the street. I walked through a stream of human waste and toilet paper that was bubbling up in their front yard and running down their driveway towards North Walnut this morning. There seems to be a communication between the storm and the sanitary sewers leading to a release of raw sewage in my in-laws front yard that poses a health risk. This has happened three times this spring and poses a health risk. This needs to be repaired correctly.
