Other: The mulching "pilot" confuses me. Several people I know participating have always mulched. So how is this a pilot? I'm happy to sign up to say that I mulch, as I do, but getting people who already mulch to say they like mulching and they were part of a pilot just isn't true? Amy I supposed to sign up? Or just folks who want to try mulching instead of bagging leaves for the first time?
